FCEDA Leaders Awarded for Influential Impact in Northern Virginia

FCEDA Chair James Quigley has been inducted into the Smart Business Dealmakers 2025 Hall of Fame. A veteran entrepreneur, he has built and scaled transformative technology companies—including GoCanvas, Aether Systems, Orbcomm, Peak Technologies, and inCode Wireless. Quigley has been recognized as a “Top 50 CEO” by the Center for Innovative Technology, a “Top 20 Global Executive” by CLO Magazine & World Supply Chain Forum, and an InformationWeek “IT Hero.”

Beyond GoCanvas, Quigley is also the Co-founder of Refraction, a coworking/innovation-community space that supports entrepreneurs, startups, early stage tech companies and job-seekers, and serves on multiple boards, and continues to champion economic growth in Northern Virginia. A former U.S. Naval Reserve Officer and graduate of the U.S. Merchant Marine Academy, his career reflects a lasting legacy of service, innovation, and community impact.

FCEDA Commissioner Pallabi Saboo, founder of Harmonia Holdings Group, has been named Smart Business Dealmakers 2025 Dealmaker of the Year. With over 25 years of experience, she has built, scaled, and exited multiple companies across the mid-Atlantic region and beyond.

Renowned for her expertise in private equity partnerships and M&A integration, Saboo has successfully led acquisitions and exits while earning national recognition as a trailblazing entrepreneur. Her vision, resilience, and track record continue to inspire leaders across industries.

Rick Wagner, CEO, Agile Defense
Vice Chair, Fairfax County Economic Development Authority (FCEDA)

FCEDA Vice Chair Rick Wagner has been honored as WashingtonExec’s 2025 Chief Officer Awards CEO of the Year (Private Company category). Recognized for his leadership in federal IT modernization and cybersecurity, Wagner has steered Agile Defense through a period of remarkable growth. This year, the company doubled its workforce with the acquisition of McLean-based Intellibridge and launched Agile Labs, its new internal R&D hub driving next-generation innovation.

Wagner has also been recognized as a 2025 Washingtonian Tech Titan in the Cyber World: Inventors, Agitators, and Defenders category. A former Microsoft executive, Wagner now leads Agile Defense in modernizing federal IT systems and strengthening cybersecurity.

FCEDA President and CEO Victor Hoskins has once again been honored among Northern Virginia Magazine’s 50 Most Influential People. He was also named a Washingtonian Tech Titan 2025, marking his fourth consecutive year on the list.

Under Hoskins’ leadership, Fairfax County has become a magnet for innovation, with AI, quantum, and space companies choosing the region for their headquarters, R&D centers, and tech hubs. Recent commitments include Google expanding its Reston footprint, Booz Allen launching a new tech hub, and Unison establishing its headquarters in Tysons.

Even amid workforce shifts following federal layoffs, Hoskins has guided FCEDA in connecting displaced government workers with new opportunities, while attracting global companies and strengthening Fairfax County’s economic future.
