A Champion for Growth and Giving: Celebrating Victor Hoskins’ Regional Leadership

In 2026, Fairfax County Economic Development Authority President and CEO Victor Hoskins begins his term as Chair of the Board of Directors of the Capital Area Food Bank (CAFB). Hoskins moves into this leadership role after previously serving as the board’s Vice Chair.

Hoskins emphasizes the link between job creation and food security, advocating for a holistic approach to regional stability:

“I’m honored to serve as Chair of the Capital Area Food Bank Board of Directors because having enough food is dignity, stability, and hope. In times of real uncertainty, no one can focus on a future if basic needs aren’t met,” said Hoskins.

CAFB serves as the area’s largest hunger-relief organization working with hundreds of nonprofit partners to distribute millions of meals each year to families, children, seniors, and individuals facing food access challenges.

Hoskins and CAFB CEO Radha Muthiah are prioritizing initiatives that address the “deepening severity” of hunger in the Washington, D.C., metro region. Following the findings of the 2025 Hunger Report, which revealed that 36% of regional households face food insecurity, the organization is pivoting toward root-cause solutions.

Key upcoming and ongoing initiatives include:

  • Food Is Medicine Expansion: CAFB is scaling its Food Pharmacies program, which embeds food access directly into healthcare settings.
  • Workforce Integration: Leveraging Hoskins’ background in economic development, CAFB is increasingly pairing food assistance with job training and upskilling opportunities.
  • Addressing Federal Workforce Stability: CAFB has launched targeted distributions for displaced federal employees and contractors, with food insecurity rates jump to 41% in 2025.
  • Equitable Food Access Hubs: Following expansion of its Fairfax County facility, CAFB is utilizing the increased capacity to serve as a regional hub for Northern Virginia, focusing on Family Markets at schools and Senior Choice markets for the elderly.

Drawing from his experience forming the Northern Virginia Economic Development Alliance, Hoskins has expressed a desire for similar cooperation across suburban Maryland, D.C., and Virginia to tackle food waste and accessibility at a regional scale.

“By meeting basic needs and investing in people, Greater Washington comes together to support workers, unlock opportunity, and ensure our region’s incredible talent continues to thrive, while strengthening our regional economy,” said Hoskins.

The CAFB is committed to a people-centered, data-informed strategy, working with a board of directors that includes leaders from Amazon, Capital One, and Giant Food to optimize the distribution of over 50 million meals annually.

“Being named to the Southern Economic Development Hall of Fame is deeply humbling, and I share this honor with the many partners, colleagues, and communities who have made this work possible. Impactful economic development builds ecosystems where businesses can grow, talent can thrive, and opportunity reaches every corner,” said Hoskins.
